Imagine how you'd want the product to sit and fit. Jackets: dog anatomy varies considerably so ensure when measuring the back of your doggo that you measure from the point on their back directy above the centre of their front legs. On some compact or stockier dogs, this point will intersect the neck measurement whereas on longer neck dogs, the neck measurement will be considerably further away.
